Changing Britain's constitution: the Scottish referendum and the 2015 Recall bill

This fascinating short documentary looks at two recent instances of attempted constitutional reform: the Scottish Independent referendum and the 2015 recall bill - an Act of Parliament that now makes it easier for constituents to get rid of their MPs for wrong-doing. Interestingly, these 2 cases show exactly the two ways in which an act of parliament can be constitutional: either by changing how sovereignty is shared out, or by changing the relationship between citizen and state.
